Abstract

Today, the interactions and common values of the members of the international community influence the goals and procedures of other members. All actors or members of the society may not be satisfied with the system of dominance or governance of values; on this basis, they have tried to protest against what is. This research has been compiled with the aim of distinguishing between the values of the world community and the international community as sources of reaching the dissatisfaction of - governmental and non-governmental activsts. Activists have used the tools of the international community and the world community to express their wishes. The main question here is what is the fundamental and objective difference between the international community and the global community conceptually as a reference for dissatisfied activists? The current research method has been done in a comparative way and with library tools, articles from valuable scientific journals. The findings of the research have shown that: non-governmental actors have preferably addressed the international community in order to be able to influence government policies; because the global community has played a role as well as global public opinion. Disssatisfied government activists are getting closer to their political goals by addressing the international community, and gaining the satisfaction and attention of the members of the international community is far more beneficial for governments than the international community.
