Abstract

Begging is a serious and prevalent social issue in Kabul city, commonly observed on the streets, in markets, public places, and mosques. Many individuals, with untidy appearances and feigned illnesses, engage in begging to attract public sympathy and earn income without effort. This research, with a legal-sociological approach, aims to analyze the economic, social, and cultural factors influencing begging in Kabul. The main research question is: What factors contribute to the spread of begging in Kabul, and what solutions can be proposed to reduce this phenomenon? This study was conducted using an analytical method and direct observations in various areas of Kabul. The findings indicate that poverty, unemployment, weak social monitoring, uncontrolled migration, and lack of governmental support are among the main factors contributing to the spread of begging. The proposed solutions include strengthening welfare policies, creating job opportunities, enforcing deterrent laws, and raising public awareness, which could be effective in reducing this issue and improving the social situation in Kabul.
