چکیده

زمینه و هدف: سیاست خارجی افغانستان در دورۀ ریاست‌جمهوری اشرف غنی (۲۰۱۴–۲۰۲۱) با وجود تأکید بر منطقه‌گرایی، اتصال اقتصادی و گسترش هم‌کاری با کشورهای پیرامونی، نتوانست به سطح مطلوبی از کارآمدی دست یابد. مسألۀ اصلی این تحقیق، تبیین نقش عوامل و پویایی‌های امنیتی منطقه‌‌یی در محدودشدن کارآمدی سیاست خارجی افغانستان بوده است. اهمیت این موضوع از آن‌جا ناشی می‌شود که بسیاری از چالش‌های سیاست خارجی افغانستان، از روند صلح تا روابط با پاکستان، هند، ایران، چین و روسیه، در چارچوب یک محیط امنیتی به‌هم‌پیوسته شکل گرفته‌اند. هدف تحقیق، بررسی چه‌گونه‌گی تأثیر ساختار امنیتی منطقه بر توان افغانستان برای تحقق اهداف سیاست خارجی در دوره مورد مطالعه بوده است.

روش: تحقیق از نظر ماهیت، توصیفی ـ تحلیلی و از نظر روی‌کرد، کیفی است و داده‌ها با استفاده از روش اسنادی و کتاب‌خانه‌یی و بر پایۀ منابع علمی فارسی و انگلیسی، گزارش‌های معتبر و اسناد رسمی گردآوری شده‌اند. محدودة مطالعاتیِ ‌تحقیق ۲۰۱۴ تا ۲۰۲۱ و محدودة مکانی آن افغانستان و محیط منطقه‌‌یی مرتبط با آن است.

یافته‌ها: یافته‌ها نشان می‌دهد که رقابت هند و پاکستان، بی‌اعتمادی کابل و اسلام‌آباد، تفاوت برداشت‌های امنیتی ایران، چین و روسیه و تأثیر حضور قدرت‌های فرامنطقه‌ای، مانع شکل‌گیری اجماع امنیتی پایدار شد.

نتیجه‌گیری: در نتیجه، منطقه‌گرایی اقتصادی افغانستان نتوانست ساختار رقابتی و امنیت‌محور منطقه را به هم‌کاری پایدار تبدیل کند؛ با این‌‎حال، حرکت به‌سوی سیاست خارجی متوازن، واقع‌گرایانه، تقویب دیپلماسی منطقه‌یی و اعتماد‌سازی می‌تواند کارساز باشد.
